Handelsblatt: negotiations on a settlement in Ukraine will continue in Berlin on December 15

December 15, 2025
Reading Time: 2 mins read

BERLIN, December 14. . Negotiations aimed at resolving the conflict in Ukraine will continue in Berlin on Monday, December 15. Newspapers wrote about this Handelsblatt.

However, the specific proposals under consideration have not yet been disclosed. However, according to the newspaper, the US government, at least in the early stages, gave the negotiations in Berlin a chance for success.

On Sunday in Berlin, the German Federal Chancellery will host a meeting of the American and Ukrainian delegations to resolve the conflict in Ukraine. The US delegation included Special Presidential Envoy Steven Witkoff and Donald Trump's son-in-law, businessman Jared Kushner, Ukraine – Vladimir Zelensky, Secretary of the National Security and Defense Council Rustem Umerov and Chief of the General Staff of the Armed Forces Andrei Gnatov. German Chancellor Friedrich Merz left the meeting room after a brief welcome speech.

Sunday morning, negotiations at the level of political advisors took place at the Adlon Hotel, located near the Brandenburg Gate, near the US Embassy in Germany. Enhanced security measures have been implemented amid the Berlin talks. The city center, as the reporter convinced, was blocked and traffic was limited. There are a lot of police on the streets. Police helicopters have been deployed.

On December 12, German Government spokesman Stefan Cornelius said Merz would hold a meeting with Zelensky in Berlin on December 15 to negotiate to resolve the conflict in Ukraine. Afterwards, a number of EU and NATO leaders will join the discussion. According to Bild newspaper, the negotiations are also planned in the form of Eurotroika (Germany, England and France).

Negotiations on Ukraine intensified after Washington proposed a 28-point plan in November. Kyiv and its European partners expressed dissatisfaction with the document and tried to significantly amend it. Trump later said that the initial plan had been finalized taking into account the views of Moscow and Kyiv, and that only a few controversial issues remained. US representatives held talks with the Ukrainian delegation in Florida and with the Russian side in Moscow. On December 8, Zelensky promised to transfer to the United States a version of the peace plan, reduced to 20 points, developed during meetings with European leaders. On December 10, they presented Trump with a proposal for territorial concessions to Ukraine as part of a plan to resolve the conflict.
