Organized recruitment of migrants to work in Russia, starting from January 1, 2027, will not affect Moscow and the Moscow region. Vedomosti writes about this with reference to the relevant bill.

As part of this experiment, which runs until December 31, 2029, two registers will be created: for companies, individual entrepreneurs and individuals, as well as a register of foreign workers (RIR). It should be noted that other forms of attracting migrants to work will be excluded. As a result, the Russian government will be able to set the percentage of allowed foreigners taking into account regional characteristics. The amount of payment per migrant to the budget will be 1.2 thousand rubles. Both employers and employees can transfer this money. The payment will increase if the foreigner brings his or her dependent family to Russia.
If a migrant finds work in another region or works outside his profession, he will be removed from the RIR and he will be able to reapply for registration no earlier than one year. This measure threatens foreigners if the employer does not know the person's whereabouts for more than three working days.
Employers will be responsible for foreigners' documents and health insurance as well as providing housing.
